I used 4x4x1/4" welded wire mesh, meant for concrete reinforcement, the panels come 7'x20'. After all of the panels were custom cut for their specific location, had them sandblasted, galvanized and painted.
Re: Deck handrail using galvanized mesh I have heard the term "HogWire" before and believe it is galvanized mesh. That said whether the mesh is 2" or 4" kids may climb.

The usual detail is to set your posts, set your bottom rails between posts, cut the panels to size, and then use a bunch of 1x2 as stops, installed from both sides, to capture the panel.
